Hello, my name is Jeff Mara. I have over 15 years of experience as an inspector ensuring environmental compliance, including:

  • Supervisory role ensuring environmental compliance over the destruction of the last remaining U.S. stockpile of mustard agent.
  • Responsible for shift training of plant personnel conducting environmental inspections.
  • Responsible for supervising a team that was ensuring compliance with all applicable state, local and federal laws and regulations affecting the Pueblo Chemical Agent-Destruction Pilot Plant. Specifically: RCRA, CWA, CAA (Minor, Synthetic Minor & Title V), FIFRA, NSPS, SARA, PSD/NSR, NESHAP, SPCC, EPCRA and SWPPP.

 

Throughout my time as a regulatory inspector, I was also the:

  • Air Pollution Control Specialist for the Pueblo City-County Health Department (PCCHD).
  • Conducted inspections and enforcement of Minor, Title V and Synthetic Minor Stationary Sources of air pollution, Chlorofluorocarbon (CFC) source inspections and enforcement, Asbestos abatement inspections and enforcement, issuing Land Development and Demolition Permits, particulate matter (PM 10 & 2.5) air monitoring.
  • Responded to and enforced laws and regulations, when applicable, to air quality citizen complaints such as dust, smoke, odors, fumes, gases, molds, mists, etc.
  • One of only twenty-four individuals in the nation selected for the EPA’s Advanced Environmental Crimes training program.
  • Developed and wrote the regulations governing ambulance licensing and body art facility licensing in Pueblo County.
  • Developed and implemented PCCHD’s role in both the County and City marijuana licensing processes.
  • Developed and coordinated the Southern Colorado Environmental Crimes Task Force.
  • Was a member of PCCHD’s accreditation team and sat on three of the domain boards responsible for documenting that PCCHD met the standards set by the Public Health Accreditation Board (PHAB).
  • Was appointed to the Pueblo Energy Advisory Commission by Mayor Nickolas Gradisar on 05/2021

 

I also have specialized criminal investigative training in:

  • Asbestos Hazard Emergency Response Act (AHERA), Asbestos National Emission Standard for Hazardous, Air Pollutants (NESHAP), Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA) and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA)
